يوافق اليوم (يوم عمل المدونات 2008) و الذي خصص لمناقشة موضوع “الفقر” و هو موضوع يأتي في وقت حساس خصوصا و أن كثير من الشعوب حول العالم قد تأثرت نتيجة توالي الأزمات المالية و الإقتصادية خلال الأشهر و الأسابيع الماضية و التي لم يسلم منها لا دول غنية و لا دول فقيرة بل كان أكثر من تأثر بها هي تلك الدول التي كنا نعتقد أنها محصنه نتيجة قواها الإقتصادية و السياسية مثل أمريكا و
أوروبا و التي إنهارت قواها في غضون ايام قليلة ليثبت لنا بأن النظم المالية مهما كانت قوية لا يمكن لها أن تتكهن بردات فعل الناس و خصوصا عندما يتعلق الأمر بمالهم و مدخراتهم.
محليا اقول، إنه من الأبجديات التي ينطلق منها أي سعودي عند الحديث عن الفقر هو التساؤل عن سبب وجود فقر في بلد انعم الله عليه بأكبر إحتياطي من النفط في العالم و في وقت وصل سعر بيع النفط فيه إلى 140 دولار للبرميل ، و بفائض في الميزانية يقدر بـ 20 مليار دولار،إضافة إلى التساؤل حول كيف يمكن أن يكون الفقر في إزدياد وفق تلك المعطيات الإقتصادية التي نراها و نقرأها كل يوم.
لا أدري كيف امنطق الموضوع و أجعله مقبولا من حيث التركيبه النصيه و المنطق الذي احاول أن اطبقه في كتابتي لهذا الموضوع يرفض أن يخضع، فكلما حاولت أن أجد تفسيرا من أجل أن أضع حلا مناسبا كما هي العادة عندما يبحث الإنسان عن إيجاد الحلول أجد أن التفاسير المنطقيه تصبح سرابا، فبلد غني مثل السعودية كيف يمكن أن يكون فيه فقر مدقع إلا إذا كان توزيع الثروات لا يخضع لمنطق و بالتالي فسعي لفهم الأسباب يجب أن يستخدم منطقا لا منطق فيه.
لا شك أن العقل هو اساس الحكمه و من لا يتبع العقل فعمله و نتيجته ابعد ما تكون من الحكمة و إذا إنعدمت الحكمه إستشرى الجنون و العمل الغير مسئول و أصبح نظام الغابه هو الوحيد الذي يمكن أن يحكم دون قانون و وفق منطق القوة و السيطره.
أنا لا ألوم هناك حكومات و أشخاص بقدر ما ألوم عقلية لم تتبع من الدين إلا قشوره، فلو اعتبرنا الحكومه غير مسئوله هنا لإزياد الفقر بحكم أنها تقوم بإستثمار الفائض في مشاريع البنى التحتية و التي ستخدم الأجيال القادمه، فأين تذهب أمول الذكاة و التي هي بدورها لو وزعت على داخل المملكة و أكرر (داخل المملكة) لأصبح الفقر في السعودية من الماضي، أوليس الأقرب أولى بمال الزكاة أم أن مال الزكاة يشفع له صرفه في أوجه ما قد يصنف على أنه التمويل السياسي للإسلام… لا أدري؟؟
بياني المعلن لهذا الموضوع يتلخص في التالي:
1- خصصوا يا حكومة نسبة سنوية من الفائض لدعم مشاريع ذوي الدخل المحدود، و ضعوا آليات الصرف و التي تخضع لمراقبه شفافة من الجهات التشريعية و الرقابية.
2- شرعوا و ضعوا آليات تنفيذ مشاريع حكومية متعدد القطاعات تدعم الفقراء على شاكلة (بنك الإنماء)
3- رقابة أكثر صرامه على عمل مصلحة الزكاة و إعلان أرقامها في وسائل الإعلام مع إمكانية النقد و التحليل و المسائلة.
4- إلزام الشركات المساهمة بالعمل الخيري الفعال من خلال دعم برامج التدريب و التوظيف و الإسكان و الإعاشه لذوي الدخل المحدود.
5- تقديم تسهيلات مالية دون فوائد للفقراء من أجل تحسين حالاتهم المعيشية إذا إتضح أحقيتهم لذلك.
6- محاسبة كل من تسول له نفسه التلاعب بطلبات المساعدة و ذلك بإستغلال منصبه لمصالحه الشخصية، و إعتبار اي تجاوز مثبت من هذا القبيل على أنه جريمة جنائية أو جنحة تدخل في السجل المدني لذلك المتلاعب بحيث تؤثر سلبا على مستقبله المهني و الإجتماعي.
7- إستبدال عقوبة السجن للمخالفات غير الجنائية بالخدمة الإجتماعية و التي ستضع كل إنسان مخالف على إحتكاك مباشر في مساعدة عائلة فقيرة على تنظيف منزلها مثلا أو مساعدة رجل مسن على قضاء حاجاته او المساعدة في دور العجزة و الأيتام مما سيكون له الأثر الأكبر في تفهم إحتياجات تلك الطبقة و بالتالي مساعدتها بكل الأوجه التي يستطيع.
8- قم بتعويد نفسك ايها المواطن أن تذهب بنفسك إلى الأحياء الفقيرة في مدينتك و ذلك من أجل توزيع ما تجود به نفسك على المحتاجين راسما على وجهك إبتسامه حب ليحبك الله و يجزيك خير الجزاء.
